The first thing that I tried was a google doc . I get the pen icon appear and the little tool tray. However the pen acts as a finger and causes the page to scroll up and down.
It seems to work in some form boxes, in some apps, including the document/file rename form of google docs.

Ive been a longtime user of Google Docsaround three or four yearsand its been great for storing important documents. Ive also used it a lot for jotting down ideas, writing creative stories, and other personal uses. I feel that these are what the app is best for. Ive tried to use it several times for academic essays, and the current format does not support certain basic functions, especially with indentation, adding page numbers in MLA or APA, and so on. The spell check for Google Docs is also flawed, and frequently marks everyday words as misspelled, and then other words not in the regular dictionary as perfectly correct. The syncing is also kind of finicky sometimes, and you can lose work or have to restart the app multiple times in one sitting, if youre somewhere that there is no ideal connection. So if youre a student or a professional, you are also going to want Microsoft Word, which has more features and is easier to use.However, the syncing generally works very well, and I love being able to back up all my documents. The aesthetic appearance of the documents are also very appealing, and most of the basic writing functions are easy to access. Keyboard shortcuts still work, and those shortcuts match to whichever model of computer you are using, so you dont have to learn anything terribly new to use the app competently. Its super easy to add other contributors, and to restrict privacy/use settings. All in all it has served me very ell.

Workaround For Using A Pen Or Stylus For Drawing In Google Docs
Google Drawings is the feature used to add drawings in Google Docs. Drawings by default do not have support for stylus or graphic tablet inputs which makes it impossible to draw freehand in Google Docs. The only alternative left is to use the Scribble tool which only supports mouse input but gives you enough freedom to draw most basic shapes in freehand. If you are keen on using a stylus input then you will need to get an iPad Pro or a Surface tablet.
Any touchscreen desktop device that supports touch input can use the scribble tool to draw freehand on the screen using touch inputs. This workaround is not accurate but much better when compared to the traditional mouse input supported by Google Docs.
Keep in mind that if you are on an iPad Pro, then you will need to use the desktop browser version of Google Docs for this workaround to work as the mobile app will not give you the option to add Drawings to your document.

Resize Rows And Column
The images will fill the size of the cell. If you want to see the student images larger you will need to make the cells larger. Click on the awesome box to the left of the column indicators and above the row indicators. It is that blank square to the left of the A. Clicking on the awesome box selects all of the cells.
You can resize the height of the rows by moving the mouse cursor in between any two row indicators. Resizing one row will resize all of the rows. See my on resizing rows and columns. Make the column with the image files wider also.
Now you are able to see all of the student drawings right in the spreadsheet without having to click on each individual link.
